THE WHITE HOUSE WASHINGTON October 4, 1946. MEMORANDUM FOR THE PRESIDENT: Some time back you directed that I follow up with the State Department on the consummation of the programs for restoration and improvement of public property and essential public services in the Philippines under Title 3 of the Philippine Rehabilitation Act, for which appropriation of $120,000,000 was authorized. Of that sum, Congress has appropriated $33,000,000. I am glad to be able to report that the State Department and other representatives of the United States have reached an agreement with President Roxas, whereby there will be allocated to public roads $40,000,000 and to public health $5,000,000. With reference to port and harbor facilities, the American representatives first suggested $20,000,000, which they have re- duced to $18,000,000. President Roxas has asked that this be fixed at $15,000,000, the difference of $3,000,000 to be added to the amount allotted for restoration of public buildings. The American representatives are not adamant, and should Roxas, in the light of their last statement, still feel that $15,000,000 is the best figure for port facilities, the additional $3,000,000 going to public build- ings, they will agree. This will mean that public buildings will be allotted $60,000,000. These sums total the $120,000,000 authorized. Wi th reference to the $33,000,000 already appropriated, the State Department has announced that it shall be immediately avail- able. While the exact amounts have not been determined, it has been allotted so as to give approximately: Port and harbor facilities $ 9,000,000 Public roads 9,800,000 NATIONAL ARCHIVES AND Public buildings 11,500,000 RECORDS are SERVICE Public health 2,800,000 ROVERNMENT It would seem, therefore, that real progress has been made as to allocation of funds to the various rehabilitation programs under Title 3 of the Act.
