The President--2 President Roxas is determined to carry out a program of increasing percentage of crops given to tenants, buying large estates and reselling them to individual tenants, resettling land- less farmers in sparsely settled areas of the Philippines, abolish- ing usury, stimulating development of small industries in over- populated areas, promoting agricultural cooperatives, and advising farmers on the latest scientific methods and furnishing implements to increase production. At the request of the Roxas administration, the Congress of the Philippines has already reported out an agrarian legislation. The bill provides for the revision of cropsharing alloting 70 per- cent to tenants and 30 percent to landlords. The government believes that the passage of this measure will go a long way towards settling the dispute over the division of rice crops between tenants and land- lords, thus minimizing, if not totally eliminating, one source of social unrest. The press reports attacks on villages resulting in the killing and injuring of helpless persons and children. However, these are rare occasions and are not regularly recurring events as some people in the United States believe. The disorders are exaggerated out of all proportion in American magazines, and, of course, in the American public mind. The military police command has strict orders to respect civil rights and protect all law-abiding citizens, but to bring to justice anyone who breaks the law be he a Huk or not.
