MEMORANDUM FOR THE PRESIDENT
Subject: Withdrawal of Troops from the Philippines
I have received a message from Ambassador McNutt in Manila
stating that President Roxas has requested him to correct a false
impression which he fears may have been left with you recently by
a Mr. H. E. Beyster of the Beyster Corporation of Detroit. Mr.
Beyster's firm has a contract to do certain work for the Philippine
Government and he has written to President Roxas stating that he
called on you and the Secretary of War and that he was assured by
both of you that all United States troops would be out of the
Philippines in sixty days.
President Roxas is extremely anxious that you and Mr.
Patterson be informed that Mr. Beyster was not authorized to make
any representations on this subject to anyone and that the with-
drawal of our troops from all areas in the Philippines does not
correspond in any way to President Roxas' wishes.
This statement of President Roxas' position on this question
confirms previous information which the Department has received.
Attention in particular is invited to the Department's memorandum
to you of December 24, 1946 which recommended that the Secretary
of War be authorized to continue the maintenance of limited forces
in the Philippines.
I am also transmitting the substance of the Ambassador's

message to the Secretary of War.
