In conversation with Embassy officer August 12 Romulo
expressed gratification re contents August 11 White
House statement made on conclusion Quirino's
Washington visit as reported local press. In view
Romulo's present efforts lay groundwork for SEA union,
Romulo naturally pleased that President Truman should
declare US will watch with sympathy efforts peoples
Asia forge stronger ties economic collaboration. He
was also gratified note expressed US intention render
Philippines all feasible assistance.
However, what Romulo dwelt upon was his satisfaction
that US, by not announcing at this time commitment
extend Philippines any particular item of aid, had
avoided intervention Philippine domestic politics this
election year. He stated he supports Quirino both
publicly and privately but feels Philippine-American
relations are permanent thing whereas President Quirino
obviously is not. If US were to intervene on behalf
one candidate it might assist him but it would hurt
long-term Philippine-American relations and thereby
harm American interests: if the candidate lost, the
harm to the US would be obvious; if he won, America
would nevertheless suffer in Philippine regard.
