Elections will be held in November 1951 for nine seats in the Senate and a number of municipal offices. There is widespread apprehension that the elections will be carried on in the same atmosphere of intimidation and corruption as in 1949. Our Embassy at Manila is seeking to convey indirectly the intense interest of the United States in fair and honest elections. A repetition of the intimidation and fraud of 1949 would provide great impetus to the Huk movement and would add even more to the Filipinos' already cynical attitude about the type of democracy they now have. The Huks have put out a pamphlet entitled "What to Do About the November Election; Boycott It! The Huks are trying to put over the idea that neither political party in the Philippines can offer the people anything better and that the communist party is their only salvation. Corrupt elections could only play into Huk hands. President Quirino was able to secure the selection of his slate of senatorial candidates at the recent Liberal Party convention. Included on the list is his brother, Antonio Quirino, already notorious as a "fixer" in matters of import licenses and govern- ment contracts. Another brother of President Quirino, Eliceo Quirino, is Liberal Party candidate for the position of Governor of the Province of Ilocos Sur. Although President Quirino will definitely not bring up this subject, it would be useful to tell him that the United States is most interested in the elections to be held this November and that the Philippines will be in the spotlight as a demonstration of the working out of democracy in the Far East.
