THE SECRETARY OF STATE WASHINGTON January 22, 1951 MEMORANDUM FOR THE PRESIDENT Subject: Prime Minister Pleven's Visit There is attached for your approval a tentative schedule of arrangements for Prime Minister Pleven's visit on Monday, January 29 and Tuesday, January 30. There is also attached a separate list covering each of the three discussions it is proposed you have with Prime Minister Pleven. These lists indicate the subjects we understand the Prime Minister desires to discuss, together with the names of the officers of the Department whom I recommend attend the meeting as well as certain other officials of the Government I suggest you may desire be in- cluded among your advisers. In presenting this suggested agenda the French have added that it may be amplified, but I do not expect that the amplification will materially alter the substance of the discussions. Prime Minister Pleven's principal advisers will be: General Alphonse Juin, recently appointed Inspector General of French Air, Sea and Ground Forces, and as such charged with the expansion of the French armed forces; Ambassador Alexandre Parodi, Secretary General of the French Foreign Office; Ambassador Herve Alphand, French Deputy to the North Atlantic Council; and Ambassador Henri Bonnet. Four or five less important officials will complete Mr. Pleven's party. There is also attached for your approval a list of guests with possible alternates that I recommend be invited to attend your luncheon at 1:00 P.M. Monday, January 29 at Blair House. The Department
