TOP SECRET - 26 - At the moment, Mr. Rusk said, the United States is considering three things. First, we want to do everything we can to help de Lattre in the Tonkin battle. Second, we want to rush emergency supplies for some special Viet Namese battalions. Third, we also want to provide equipment for the regular Viet Namese army. He could go into details tomorrow with the French staff about whatever additional requests were being made above these three matters now being considered. Mr. Heath remarked that only last October the French had said that they planned to supply all the arms for the Viet Namese while the United States would supply other supplies, the so-called "soft" supplies. It was only three weeks ago that the French had asked for arms for the United Nations. Mr. Pleven said that was correct but since last October there had been a very rapid increase in arms consumption in Indo-China. Last October, the French thought they could provide all the arms. Now they are finding that they are getting short of arms in Europe. They are anxious for the earliest possible arming of the Viet Namese army but they must remember their situation in Europe.
