Mr. Heath said that he understood twelve planes had just
been offered by the CAT Air Line.
General Marshall was not familiar with that offer. He
repeated that the Department of Defense was trying to see what it
could do for General de Lattre. He was thoroughly familiar with
de Lattre's situation. "I know how long it takes to deliver things
like this," General Marshall said, "and I know how maddening it is
to a commander in the field."
Mr. Pleven asked if he would be correct in assuming that
his government had a good chance for getting the equipment for
approximately four divisions under the new program.
Mr. Rusk said that we would want to look at that program
wi th members of the Prime Minister's staff. When they heard all
the details, it might turn out that they would need approval from
the Congress for some of the items. In any case, it would be
necessary to go over with Mr. Pleven's staff all the details of
the request so that we could see what they needed most urgently,
and what we could do about it.
Mr. Pleven wanted to know if it was possible to consider
American help of roughly the amount of $60,000,000.00 for the
