Mr. Acheson asked if the French could give the exact
sums they wanted by Tuesday morning, and also give the purposes
for which the money was wanted.
Mr. Pleven and Ambassador Bonnet agreed to do this.
General Marshall wanted to know if the aircraft carrier
(Langley) which the United States had turned over recently to
France could be used in Indo-China if the restrictions we had
placed on its use were removed. In this present emergency, we might
remove those restrictions if the French thought that the carrier
could be used, with the equipment it had, to advantage in Indo-China.
The Prime Minis ter said he would like to turn to the
broad question of the general situation in Asia which he had re-
ferred to at the beginning of the meeting. He had suggested that
it would be good to have a high-level consultative body, a body
which could advise France on strategy in the Far East. He believed
very strongly, he went on, that we are faced with the expansion of
communism throughout Southeast Asia. There were not just a lot of
local situations, but one big one. His government did not know
whether that view of theirs was correct. He thought it was, and
