TOP SECRET - 30 - proposition they make with a very suspicious eye." Mr. Pleven replied that that might be true, but that if we had refused to talk with the Russians the harm would have been very great. He wanted the President to understand that the Four Power talk, no matter how it went, would have no effect on the French de- termination to rearm. But he wanted to say again that a refusal to meet with Russia would have had so great an adverse effect on the French people that he could not possibly think of refusing to meet with the Russians. The President looked at his watch, and told Mr. Pleven he was aware that the Prime Minister had a speaking engagement at the Press Club at One O'clock. He thought that we would have to adjourn this morning's meeting, but we would all be back together again at three. Mr. Pleven replied, "Mr. President, I was not afraid of meeting you, but I am very much afraid of meeting them (the American press)." The President laughingly replied that the Prime Minister had no reason to be afraid of the members of the National Press Club. The meeting adjourned at 12:35 P.M. NATIONAL ARCHIVES & RECORDS REVENUE ADMIN GOVERNMENT Notes dictated by George M. Elsey, FOR SLONE January 31 and February 3, 1951.
