    "ocrText": "2--The President\nwomen soldiers, who as recently as last fall exercised a restra ning\ninfluence on the men. This misconduct, which the officers seem unable\nto prevent, is causing deep and widespread ill feeling toward Russia,\nalthough a basic gratitude for liberatSon remains, especially among\nthe working people.\n6. Communism is weak in Poland and probably is groving weaker,\nthough democratic socialism is growing. Peasants are conservative on\neverything but agrarianreform.\n7. The Polish army has a good many Russian officers in its higher\nranks, for combined reasons of training and security, but the army is\nthoroughly pro-Poland. A conservative London-government but not anti-\nWarsaw Pole, himself a former army officer whom I knew outside of\nPoland, told me that he had made a thorough personal inquiry on this\nsubject and that his fears of Russian control of the army had been\ncompletely removed. Considering the terroristic activities of part of\nthe old Underground against Russians and Jews I don't think the Soviet\ngovernment takes an unreasona le position on this point, nor do I\nthink that Russian security measures could safely be dropped at this\ntime. It might easily result in civil war. The brea down in Russian\ndi scipline is the main evil, but the chief Polish fear is of continued\noccupation.\n8. One a nstant hears stories of Poles being seized at night and\ntaken to Russia, but in the ondy two specific instances cited to me,\none involved the leader of a group whose avowed mission was to assas-\nsinate Russian officers and Jews and the other was a Russian czarist\nemigre. There is a good deal of genuine fear of arrest, but I don't know\nthe basis for it.\n9. Rightest elements of the violent sort do little talking,\nbut are engaged in provoking anti-Semitic outbreaks, hoping that sup-\npression of them by the government will make the government unpopular.\nTheir allies in England and the United States then point to these\noutbreaks as evifence that the government is either an ti-Semitic or\nimpotent. The former is not true at all, but the militia, which does\npolice duty, is slow to act against the rioters.\n10. Most intelligent Poles recognize that the independence and\nsecurity of Poland demand good relations with Russia, but the pseudo-\nintelligent conservatives have the most weird ideas about American"
