I discussed with Senator
Tydings the proposed Puerto Rican
plebiscite which Rex Tugwell sub-
mitted to you.
Senator Tydings spent 20
excited minutes telling me how
terrible it would be, that the
Congress would never consent to
statehood for example, and that it
would be improper to submit state-
hood as a possible alternative to
Puerto Rico knowing full well we
would not give it to them.
