C. My dear Senator Chaves: As an American citizen of Puerto Rico profoundly interested in the preservation of the ideals of American government and the American way of life both in Puerto Rico and in the continent, I must con- fess that I cannot explain what might well be considered the criminal indifference of the administration in Washington towards the sinister and shameful state of affairs created here at the instigation of and with the active and full participation of Governor Tugwell. This has brought into being a socialistic state-it might well be said more totalitarian than socialistic-not only contrary to such ideals and way of life but, moreover, patently ultra vires and in open viola- tion of the Organic Act of Puerto Rico. The fact of the matter is that the island is being run today not in accordance with the type of government established by the Congress of the United States, but by a totalitarian regime, under which policies affecting the very life of the community in all of its aspects are being established by groups of men generally incompetent and inexpe- rienced, not responsible to the people, who are squandering the public funds in a senseless manner. To my mind the most pernicious and disquieting result of all this has been its disconcerting and bewildering effect in the mind of the masses, which has destroyed not only all sense of responsibility, authority and order, but created a sentiment of class consciousness and hatred inimical to all sane principles of government and to social understanding. This state of affairs cannot but affect the administration in Washington and it has come to such a pass that it is no longer possible for the local administration to keep these scandals from transcending to the public.
