Dear Admiral Leahy: From newspaper reports of today, I am informed that Governor Tugwell resigns effective June 30th and that there are several pro- posed candidates for the office he leaves vacant. On that same day, I will be relieved from active duty in the Army and enter upon my terminal leave. Therefore, if the President has not as yet made up his mind as to who he desires to appoint to cover that vacancy, I would like to be suggested to him for same. My services to the Government as State Director of Selective Service for Puerto Rico are known to you. I have just been awarded the Army Commendation Ribbon and the Legion of Merit Medal for said services. General Hershey I believe would not hesitate to recommend me for I would continue as head to the Selective Service in Puerto Rico. I am a veteran of the two World Wars; organizer of t he American Legion in Puerto Rico, a 100% American with no political obligations. I think I can successfully fill the office of Governor as I have that of State Director. For further data as to myself see Who is Who in America". If you have no objection, I would be greatly indebted to you, if you would suggest my name to the President. If necessary, I could make a hurried trip to Washington.
