My dear Mr. President:
I am delighted that you have approved the suggestion to appoint a commis-
sion to study the Puerto Rican status question and to report a bill to Congress.
Since Secretary Krug will be absent from Washington until June 19, I shall call
the persons listed in his letter of June 5 to you, as well as Admiral Leahy,
to see if they will be willing to serve. If they indicate their willingness,
I shall then have designations prepared for your signature. Should Justice
Roberts be unable to act as chairman, former Secretary of War Stimson, in
accordance with your suggestion, will be asked.
As soon as we have some indication of the membership, we will proceed to
make arrangements for an organization meeting in your office.
