San Juan, P. R. June 20th, 1946 Hon Admiral William D. Leahy Chief of Staff, Army and Navy Washington, D. C. Honorable Sir:- The undersigned is a United States citizen who has lived in this island almost as long as the average portorrican. As an observer of the political situation over here I have felt my duty to respectfully call your attention to the foregoing suggestion, which might hulp our President to solve a puzzling problem, now before his consideration. Liutenant Colonel Jose Enrique Colom, who probably is well known to you, seems to me is one of the best portorrican characters to assume the position of Governor of this island. Although I have never met this gentleman, I know that he is a War Veteran of both World Wars, and that as a civilian he has been in very important govermental positions here, includ- ing that of Acting Governor of Puerto Rico. No doubt that this gentleman has the respect of all portorricans, regardless of political barriers, and is very well qualified for any pos- ition. Washington has the means of investigating the veracity of these statements, and if same are correct, this Presidential selection will meet the popular acceptance of all Porto Rico.
