My dear Mr. President:
I appreciated very much your letter of
the fifteenth, which was handed to ne
by Admiral Leahy, and I am very much
interested in what you say about Mr.
Esteban Bird.
I hope we can get a Governor appointed
who will be satisfactory not only to
Puerto Rico but to the President of
the United States.
