DECLASSIFIED RESTRICTED Authority E.O. 10501 Puerto Rico1 fell to the United States as a prize of the Spanish-American - War. First mention of the island in connection with the war is contained in Secretary of State William R. Day's reply of July 30, 1898 to the inquiry by the Queen Regent of Spain of July 22 concern- ing the terms "upon which might be established a polit- ical status in Cuba", 2 Spanish withdrawal from Cuba hav- ing been the chief cause for war as stated in the joint resolution of Congress approved April 20, 1898.3 Secre- tary Day, among other demands, asked for "the cession to the United States, and the evacuation by Spain of the islands of Puerto Rico and other islands now under the sovereignty of Spain in the West Indies", in compensa- tion for the losses, expenses, and injuries sustained incident to the war. On August 7 Spain agreed to the demand relative to Puerto Rico and the West Indies, 4 and this agreement was embodied in the protocol terminating hostilities as well as in article II of the peace treaty concluded December 10, 1898 and proclaimed April 11, 1899. 5 1The island's name appeared in official documents as "Porto Rico" until changed to "Puerto Rico' 11 by a joint resolution of Congress approved May 17, 1932 (47 Stat. 158-59). 2Foreign Relations, 1898, p. 819. 330 Stat. 738-39. 4Foreign Relations, 1898, pp. 820-22. 5William M.
