Dear Matt:
I am enclosing a secret document for the President,
and if he has an opportunity over the week-end I hope he will
read it.
The Rubber Development Corporation is one of the
corporations under my jurisdiction, having to do with the
procurement of natural rubber throughout the world. This memo-
randum relates a very serious situation. While we had hoped
to get some relief on the natural rubber, apparently military
plans have been changed.
This memorandum deals with the activities of
agencies other than those under my control. Will you, there-
fore, be kind enough to ask the President not to refer it to
any other agency until I can talk with him about it? This
is a highly confidential matter, and I am sure the President
will want to do something about it.
