URGENT
From sources within Foreign Office I learn that at time
Rumania's latest note was being drafted, all employees
were directed to stop their work to hear statement from
Director-General. Under orders from Tatarescu, he
said all employees were instructed to vote for Govt,
that it would be only for Govt to determine which
employees did not vote for Govt, that such employees
would be purged immediately after election. Thus,
within Tatarescu's own Ministry, we observe how he
respects his fine words (REMYTEL 1082, November 18).
The Dept will remark in words "as well as in the achieve-
ment of the great reforms destined to reorganize the
basic establishments of the Rumanian state", a new and
ominous tone. This will come as no surprise in view
of my telegraphic reports, but seeing it in cold print
for first time does make a shiver run down one's spine
for future of all Rumanian democratic elements.
