TOP SECRET E.9. 11852 See, 3(E) and 5(D) or (b) -6- Dept. State letter, Aug. 10, 1872 By NARS Date 7.23.75 essentials. This will involve a reexamination both of U.S. military requirements and supply procedures and of U.S. civilian consumption. Two British Cabinet Members are here to discuss critical food and other supply prob- lems with the U.S. and Canada and have authority to reach decisions. It is essential that we organize our- selves at once to meet this problem. The Department is prepared to play its full role in this matter. ARGENTINA. After a 13 months' period of non-recognition due to Argentine failure to comply with inter-American undertakings for the defense of the continent, Argentina was readmitted to the inter-American family April 9 by unanimous Pan-American agreement. Unconditional accep- tance of the Final Act of the Mexico City Conference, including a declaration of war on the Axis, preceded recognition. An immediate change in our economic policy has placed Argentina back in a position comparable to that of the other American republics. But since this Government is not yet fully satisfied from a world as distinct from a hemispheric view with Argentine develop- ments and cannot vouch for its continuing cooperation, it will not now advocate Argentina's adherence to the United Nations Declaration nor its presence at San Francisco.
