EISENHOWER'S VIEWS ON FRENCH OCCUPATION ZONE.
General Eisenhower will give Ambassador Caffery his
final views on the French occupation zone on May 3.
Eisenhower apparently feels that the cession of Baden,
Wurttemberg and Sigmaringen to the French might create
complications with the supply and communications line
of American forces in their zone of occupation.
LAVAL TO BE HELD AS PRISONER IN SPAIN. Laval and
his associates refused to follow Spanish instructions
and leave Spain. Laval also refused to surrender to a
French tribunal on the grounds that he would not get a
fair trial but proposed that he should come to Madrid
and surrender to the American Embassy. Ambassador
Armour informed the Spaniards that he would refuse to
have anything to do with Laval but suggested that if
Laval would not leave he should be imprisoned in Spain
and held at the disposition of the Allied Governments.
This has been done and the Spanish Government is await-
ing word from the Allied Governments as to their desires.
All documents in Laval's possession will be held at our
disposition. The Spanish Foreign Minister hopes for
an early Allied decision.
TITO'S DESIRE TO VISIT UNITED STATES. Gavrilovich,
Yugoslav Assistant Secretary for Foreign Affairs, while
in Washington stated to the Department that Marshal Tito
had directed him to state that Tito was very glad to
accept the invitation extended to him to visit the United
States and hoped that an early date could be set. Our
mission at Belgrade has been informed that we have no
knowledge of such an invitation and do not believe that
the time is appropriate for a visit by Tito. We feel
that we should have a better picture of the Yugoslav
situation, including the progress made toward a democratic
administration there, before arranging for any visit to
this country by Tito.
