May 22 was a quiet day on the Yugoslav frontier. Belgrade began to "leak" news stories of the concessions it had made on Venezia Giulia, which indicates that we continue to make at least psychological progress in that sector. SAC has ordered the Allies in Trieste to use force if necessary to prevent Yugoslav removal of valuable port equipment which they have been attempting to do. Things are quieter in Trieste but the Yugoslavs are still arresting Italians under cover of night. New troop dispositions in NE Italy and SW Austria include US forces. SAC considers the present Yugoslav troop movements toward the Greek border as "general deployment but that there may well be "frontier incidents." U.S. Continuing to Urge Restraint in Levant Crisis. The Department's proposal for a Paris conference on the Levant crisis, instead of one at Beirut, has been trans- mitted to Ambassador Caffery, and his opinion has been asked. A principal purpose of holding it in Paris would be to permit the inclusion of de Gaulle. The American and British Ministers in Beirut would be brought to Paris for the occasion. In the meantime, Wadsworth has been in- structed to repeat to Delegate General Beynet the serious view we take of the situation. He is informed that Acting Secretary Grew yesterday expressed to Foreign Minister Bidault our hope that France would land no additional troops. The Lebanese and Syrian Ministers have notified Wads- worth of their governments' views that the great powers must intervene in the present crisis. The Lebanese Govern- ment feels its best contribution to a solution would be to submit a draft treaty of friendship and commerce with the three powers and France. Both regimes have made clear the complete confidence they place in the support of their aroused people at this time. Iraqi government and political quarters are deeply aroused by the appearance of further French troops in the Levant. A large street demonstration took place yesterday. In the
