DEGL ASSIFIED B.O. 11652 Sec 3(E) and 5(D) or (in) TOP SECRET Dept. of State letter Aug. 10, 1972 -4- BINLI Date) 23.75 In Venezia Giulia, "unfriendly relations exist between British and Partisan troops"; the Partisans are determined not to move without fighting while Allied troops are con- temptuous of the Partisans and resent their control. Among all ranks there is a widespread urge to get the question settled, but Trieste remains fairly calm and fewer Partisans are in evidence. But the Partisan stand on the evacuation of Trieste is still firm; they are "determined not to move without fighting". Elsewhere in Venezia Giulia the Yugo- slavs are hastening to spread their civil administration in the hopes SAC will retain it if AMG is installed. The food situation remains acute and will not improve until the Allies have complete charge of distribution. In Fiume Tito's troops executed all but one member of the Italian CLN early in May, have deported most intellectuals and professional peoples and replaced them with Yugoslavs and arrested some 2,000 Italians.
