MEMORANDUM FOR THE PRESIDENT
Subject: Current Foreign Developments
Exclusion of Kreis Lindau from French Zone of
Occupation. Since Caffery learns that instructions
have been sent to Massigli to accept US suggestions
regarding the French zone of occupation in Germany,
Caffery feels that a revision of our offer withholding
Kreis Lindau would at this time "have the most lamen-
table effect on the French".
American Impressions of Vienna. Members of the
American Mission to Vienna returned to Italy with the
impression that the welcome shown General Flory was
warmer and more cordial than that shown the British
and French Chiefs of delegation.
They found the Renner government without real
authority and apparently governed in all its acts by
Soviet commanders who ignore decrees of the govern-
ment whenever they choose. 650 of the top Austrian
Nazis have been removed from office and imprisoned by
the Soviets who have also completely purged the police
force. The Soviets have left the removal of minor
Nazis from administrative offices to the discretion
of the Austrians.
