Yesterday the trial of the 16 democratic leaders
was opened in Moscow with all the fanfare usually
surrounding events the USSR intends to exploit for
propaganda ends. The whole foreign press corps was
present. The US and UK Embassies sent observers.
Harriman comments that it is difficult to see how
holding the trial during the present Moscow conversa-
tions can fail to have a most unfortunate effect on
the non-Warsaw Poles and greatly diminish prospects
for a satisfactory settlement.
The aged former Peasant Premier Witos has again
declined his invitation on grounds of ill health while
emphasizing he wholly agrees with the aims of the nego-
tiations. Harriman and Clark Kerr have accordingly
requested Molotov to forward the agreed alternative
invitation to Kiernik.
On Monday Zulawski and Kutrzeba lunched alone with
Harriman. They went into great detail on conditions
in Poland since 1939 and substantially confirmed what
other impartial sources have said. Moscow dominates
the Warsaw Government, which is distrusted by all classes,
intellectuals, workers and peasants, and represents not
over 10% of the Polish people. Neither in the press or
at meetings is there any freedom of political expression,
with anyone expressing contrary views being branded a
Fascist. There have been many unjustified arrests, not
only by the Polish Security Police, but by the Russian
NKVD which has no responsibility to the Warsaw Poles.
Both men recognize the essential requirement of a
Polish policy oriented to the Soviet Union for security
and firm friendly relations and in order to obtain at
least some semblance of Polish independence are ready
to compromise. They say that the two other Poles selected
by Molotov from within Poland completely share their
views. All four believe Mikolajczyk should be Premier
and that the ministerial positions should be divided
