In opposing this plan, Murphy suggests that the problem can be met by establishing a special economic and wholly non- political administrative unit to be super-imposed upon and to coordinate the economic needs and activi- ties of existing "laender" units. He feels it most important to maintain and stimulate local sentiment in the state of Wurttemburg particularly in view of the possibility that almost all of the state may yet lie within the US zone.
