SAC feels that Tripolitania should be returned to
Italy outright and Eritrea under a mandate. He strongly
opposes any phrasing in the treaty which would give the
USSR equal rights in Italy with the US and UK even if
that brings us similar rights in the Balkans, as the bad
effect in Italy would far outweigh any fleeting advantage
we would get in the Balkans. Italy must be allowed enough
armed forces to maintain internal security and defend
frontiers, particularly the Yugoslav frontier, and the
overseas territories she recovers. No Allied forces
should be given the right to stay in Italy indefinitely.
Delays in Austria. General Clark has been pressing
for an early meeting of the four CINCs who comprise AC
Austria. He has asked JCS to help and the British and
French Commanders are asking their governments the same
thing. The Soviet excuses for delay are: (1) Marshal
Koniev is not yet well enough; (2) since the published
Potsdam agreement contains so little on Austria they
want new instructions from Moscow before the meeting.
The Soviet authorities have made it clear that in
accordance with the surrender instrument the armies of
occupation must have first claim on Austrian resources.
The Russians evidently interpret this to mean that
Austria must feed and support these armies at least
in their zone and would remove anything from Austria
they consider war booty. UK authorities expect that
feeding the Soviet Army of occupation from Austrian
resources will eliminate all prospect of obtaining any
surpluses in that zone to use elsewhere.
Lane Urges that Eisenhower Visit Warsaw. When
Ambassador Lane was informed by Marshal Zhukov that
General Eisenhower would visit Moscow on August 11,
he expressed the hope that Eisenhower might also stop
at Warsaw. Zhukov said this would be impossible but
