U.S. Plans No Further Action On Spain at Present -
Because of the strong action on Spain taken at Potsdam
and made public in the communique, the U.S. is not planning
further action in respect to Spain at present.
U.S. Delegation Urges Early Appropriation of UNRRA
Funds - Immediate acceleration of UNRRA procurement is
urged by State, Bureau of the Budget and FEA members on
the UNRRA delegation in a message to the Department.
Pacific developments enable the use of December 31, 1946
as a date for completing all UNRRA programs if immediate
steps are taken to expedite the processes including appro-
priation of the 550 million dollars already authorized
by U.S. to UNRRA. The delegation suggests that presenta-
tion to the Bureau of the Budget, arrangements with
Congressional committees and the preparation of justifica-
tions be done at once.
Lend-Lease After V-J Day - Mr. Clayton has notified
the Department of his preliminary informal views on Lend-
Lease after V-J Day, and has requested information from
the Department for his future talks with the British and
Russians. For munitions, he assumes that procurement will
cease except for certain type maintenance items. The
processing of new requisitions for non-munitions should
be discontinued shortly. Goods now in the pipeline should
be sufficient to meet legitimate needs for the next
several months. December 31 is the date suggested for
the termination of supplies now in the pipeline to the
U.K. Direct and reciprocal aid of raw materials should
be discontinued as soon as possible, reciprocal aid to con-
tinue as long as direct aid. Russia should be informed
that the processing of new requisitions will be discontinued;
items necessary to complete industrial plants mentioned
in the May 11 directive will be delivered; and, goods in
the pipeline will be delivered on the same basis as goods
to the U.K. Both the U.K. and U.S.S.R. should be given
the opportunity to buy goods in the pipeline at the cut-off
date. In the case of Belgium, Mr. Clayton recommends the
