Nor would such an event change our policy toward
the international control of atomic energy. In the Three-
Nation Declaration of 1945, this Government committed itself
to seek the international control of atomic energy. Since
that time we have made every effort to achieve an effective
system of international control.
Both the United Kingdom and Canada have the same
information that I am now making public.
