The United States Government observes that by reason of
the action of the Soviet Government in restricting the travel of
United States official personnel in the USSR, it is compelled
similarly to regulate Soviet official personnel. At the same
time the United States Government states it is prepared to re-
examine the question of travel regulations in the light of the
treatment accorded United States official representatives in the
Soviet Union.
