There are appended to the report a number of graphs
and tables showing what was shipped, amounts, losses, and
ships sailing during various periods, with destinations,
arrivals, and losses.
The report at pages 16 and 17 lists industrial plants
and projects for U.S.S.R.:
(1) Tire Plant valued at $10,000,000, capable of producing
1,000,000 military tires a year from U.S.S.R. rubber
supplies. Most of the plant was shipped by October,
1944, but construction delays prevented production be-
fore the end of the war.
(2) Petroleum Refinery Project to replace refining equip-
ment destroyed; 4 basic plants and 2 subsidiary plants,
valued at $41,000,000. All equipment exported by May,
1945; first plant 97% completed; second one 48% com-
pleted; third 98% completed; and fourth 80% completed.
Combination units at basic plants 1 and 3, according
to field engineers, were producing acceptable motor
gasoline. Additions approximating $18,000,000 were
approved and orders placed; 92% delivered by suppliers,
38% shipped. Balance, after clearance of patents, will
be shipped under agreement of October 15, 1945.
(3) Power Program - Second and subsequent protocols approved
projects to increase power supply in war plant and devas-
tated areas of Russia; valued at $178,000,000; capacity
1,457,274 kw. Equipment valued at $135,000,000 exported
by September 20, 1945. Remaining equipment valued at
$7,000,000 diverted to other claimants; $4,000,000 can-
celled; balance of $32,000,000 being shipped under terms
of agreement of October 15, 1945.
(4) Railroad Block Signal System, valued at 10,900,000;
provides signal and operating equipment for 3,000 km.

(5) Rolling Mills - Aluminum rolling mill, to supply air-
craft aluminum sheet; value $6,367,000; shipped by Sep-
tember, 1944.
18" merchant mill; value $3,500,000; exported by the
end of February, 1945.
2 pipe fabricating mills; value $1,252,000; originally
