    "ocrText": "DESLASSIFIED\nE.O. 11652, Sec. 3(E) and 5(D) or\nDept. of State letter, Aug. 10, 1972\nTOP SECRET\nBYULTHE NARS Date 7-23-75\nDEPARTMENT OF STATE\nOFFICE OF THE SECRETARY\nApril 22, 1945.\nMEMORANDUM OF CONVERSATION\nPersons present:\nPresident\nSecretary\nMr. Harriman\nTRUMAN\nMr. Dunn\nMr. Bohlen\nLITTLE ARCHIVES AND\n\"NATIONAL\nREGORDS\nMr. Eden\nD.S.\nSERVICE\n(latter part)\nTHE SECRETARY said he had just explained to the President the\narrangements for Molotov's reception, namely, that there would be\nno military honors and that the President would receive Mr. Molotov\nafter dinner with Ambassador Harriman present and Mr. Bohlen to act\nas interpreter, and he said the President had agreed with the sug-\ngested approach contained in his memorandum (copy attached). The\nPresident had thought it would be a good idea for him to issue a\nstatement following the Minister's talk here in Washington. He\nadded that the President had signed the letter in regard to the\ncommitments on what we will favor in the outline and had left it\nto their discretion whether or not to read this letter at the\nConference. He also said that the President had asked Judge\nRosenman to go to San Francisco for a brief visit to discuss the\nquestion of war crimes. The question then arose as to whether\nthe President should raise the question of the recently concluded\nSoviet-Polish treaty. THE PRESIDENT decided that he would not\nraise"
