C R E I I. First Session - London 1945 At its opening meeting on September 11, 1945, the First Session of the CFM approved a list of 1 tems which would definitely be on the agenda for the Session. These items were: (1) Italy (a) Draft Peace Treaty (b) Future of the Italian Colonies (2) Rumanian Peace Treaty (3) Bulgarian Peace Treaty (4) Hungarian Peace Treaty (5) Finnish Peace Treaty (6) Withdrawal of Allied Troops from Iran (7) International Inland Waterways (8) Austria (a) Long-term supply arrangements (to be discussed after the CFM had received a report from the Allied Council for Austria). (b) Possible recognition of a central government. Also at the opening meeting, the Council tentatively added three other items to the agenda on the basis that the Council would decide whether or not to discuss them after it had received memoranda from the French and Soviet Delegations. These items were: (1) Review of the Potsdam decisions regarding Germany (French proposal). (2) Work of the German Reparations Commission (Soviet proposal). (3) Hastening the repatriation of Soviet nationals (Soviet proposal). When the French and Soviet memoranda were later received, the Council discussed all three of these subjects. At the first meeting, the CFM also agreed that "further subjects might be added to the agenda as the work of the Council proceeded." Only one such additional item, "Repatriation of French Nationals", proposed by the French SECRET
