SECREM - 8 6 2. Far Eastern Commission and Allied Council for Japan, The Far Eastern Commission held its first meeting in Washington, D.C. on February 26, 1946. The original eleven-member commission was increased to thirteen by the admission of the Union of Burma and the Dominion of Pakistan on November 16, 1949. 1/ The Allied Council for Japan held its first meeting in Tokyo on April 5s 1946. 30 Korea. The US-USSR Joint Conference met from January 16 through February 5, 1946 and achieved only limited agreement in a number of restricted fields of communication. The US-USSR Joint Commission began its deliberations in Seoul on March 20g 1946 and adjourned sine die on May 6, 1946 without resolving the fundamental issue as to which Korean parties and social organizations were to be consulted in connection with the formation of a provisional Korean government. Following an exchange of letters between Secretary Marshall and Mr. Molotov in April and May 1947, the Joint Commission reconvened on May 21, 1947. It met for the last time on October 18, 1947 without resolving the fundamental issue, and a few days later the Soviet Delegation departed from Seoul. On September 17, 1947 the United States laid the whole question of Korean independence before the second regular session of the General Assembly of the United Nations. 1 4.
