The terms of reference provide that the Commission shall
"respect existing control machinery in Japan, including the chain
of command from the United States Government to the Supreme
Commander and the Supreme Commander's command of occupation
forces.," If Policy decisions of the Commission are transmitted to
the United States Government, which then prepares directives in
accordance with these decisions and transmits the directives to
the Supreme Commander The Supreme Commander, as sole executive
authority for the Allied Powers in Japan, is charged with the
implementation of the directives prepared in accordance with the
Commission's policy decisions.
The United States is authorized, by the terms of reference
to issue interim directives to the Supreme Commander "pending
action by the Commission whenever urgent matters arise not covered
by policies already formulated by the Commission." This power
to issue interim directives is qualified by the provisions that
directives dealing with (a) fundamental changes in the Japanese
constitutional structure (b) changes in the regime of control;
and, (c) a change in the Japanese Government as a whole, will be
issued only following consultation and the attainment of agreement
in the Far Eastern Commission All directives are filed with the
Commission
The Commission is authorized to make "such arrangements
through the chairman B.S may be practicable" for consultation with
the Supreme Commander
The Commission may take action by a majority vote, provided
the representatives of the United States, the United Kingdom, the
Soviet Union, and China all concur in the action taken
