The Commission has adopted policy decisions on 2 wide variety
of subjects including (1) basic post-surrender policy for Japan;
(2) basic principles for a new Japanese constitution; (3) interim
reparations removals (4) trial of Japanese war criminals; (5) reform
of the Japanese agricultural system; (6) restitution of looted
property; (7) disarnament of Japan; (8) reduction of Japanese in-
dustrial war potential; (9) conduct of trade with Japan; (10) access
to Japanese technical and scientific information in Japan;
(11) principles for Japanese trade unions; (12) revision of the
traditional Japanese educational system; (13) treatment of non-
Japanese nations in Japan; (14) restoration of patent rights to
Allied nations and (15) restoration of Allied-owned trade-mark
rights and protection of Allied trade-mark rights in Japan.
The Commission has not adopted policy decisions on such im
portant subjects as: (1) level of Japanese economic life;
(2) definitive reparations payments by Japan; (3) Japanese partici-
pation in internation conferences; (4) Japanese fishing; (5) civil
aviation; and (6) Japanese trade agencies abroad. At the same time
it should be noted that accomplishment of certain objectives inherent
in these subjects has been brought about through interim directives
on the exercise of SCAPES executive authority.
United States Relations to the Commission
Me Department of State is primarily responsible for this
Government's participation in the Commission. The American
member of the Commission reports to the Department ani acts under
its instruction. The Department of State collaborates with other
government agencies in the preparation of proposals for submission
to the Commission. In addition, the Joint Chiefs of Staff in the
National Military Establishment prepare the directives to the
Suprome Commander pursuant to the policy decisions of the Commission,
By the terms of reference the United States is authorized to
Issue interim directives to SCAP on urgent matters not covered by
policies already formulated by the Commission. Between February 26g
946 and January 15g 1951 the United States issued 18 interim
irectives, some of which were of minor importance and only one of
hich was subsequently included in a policy decision by the Far
artern Commission. Interim directives are filed with the Commission.
The United States has taken a leading role both in the creation
, the Commission and in the development of its activities. The
