MEMORANDUM FOR THE PRESIDENT
Subject: Soviet Republics
In line with our conversation yesterday
I enclose herewith a suggested letter of
instructions to me on this question for your
consideration.
In accordance with the instructions you
gave to me in conversation, I shall use this
letter publicly at San Francisco in order that
there can be no misunderstanding of your
position on this commitment of the United States
Government.
