An excessively high proportion of any American
aid to Spain will be stolen and diverted by that
country's present rulers. It will really be a bottom-
less hole. And what happens to stick will, as in China,
finally end up on the wrong side.
I haven't gone into any of the political and
moral reasons for sticking to your present policy. You
know them better than I do. If I were you I wouldn't
trust the judgment of the best military strategists in
America in estimating social, political and economic
conditions in a country like Spain.
You ought to know exactly what you are getting
into before you move an inch. You won't know that, if
you base your decision on strategy recommendations.
