be required by the peace treaties to renounce all of their
rights over the mandated or other dependent territories to
be detached from them.
It was further explained by Mr. Pasvolsky, in answer
to a question by Representative Bloom, that if no
"subsequent agreement" were made concerning a Japanese
mandated territory then that territory could not be placed
under the Trusteeship system.
It was also emphasized that the proposed draft would
leave the United States a free hand with respect to par- -
ticular territories, and would not commit this nation to
anything that would embarrass it later in the negotiations
over the peace treaties.
