MEMORANDUM FOR THE PRESIDENT
Subject: International Trusteeship
The American Delegation, since arrival at San
Francisco, has developed er trustecahip paper which
falls squarely under the provisions of the policy
directive which you recently signed. We are begin-
ning our discussions on this with representatives
of the United Kingdom, the Union of Soviet Socialist
Republics, Chins and France. For your information,
the complete paper is attached.
