Please send the following telegram Niact to
Moscow as personal message from mc to Harriman:
"With reference to my telegram to you of last
night regarding the discussions here concerning the
functions and powers of the General Assembly, this
whole question was discussed today in a meeting of
the Big Five. Gromyko showed a much more concilia-
tory attitude toward the problem than he has herotofore,
and for the first timo indicated a willingness to
consider compromiso language. In the course of the
meeting we worked out a revised text based on the
Evatt proposal. This revised text reads as follows:
:The General Assembly should have the right to
discuss any matter relating to the maintenance of
intornational poace and security or otherwise covered
by the purposes and principles or falling within the
scope of the charter, or relating to the powers and
functions
