DEPARTMENT OF STATE WASHINGTON July 28, 1948 MEMORANDUM FOR THE PRESIDENT Subject: Biographic Information of Dr. Alberto F. Zubiria, Minister of Interior of the Republic of Uruguay. To visit the President at 12 noon, July 28. As Minister of the Interior, Dr. Zubiria is the ranking Uruguayan cabinet minister. Furthermore, he is a close personal friend of the Uruguayan President (Battle - pronounced Bahjay) who has stated that he would personally appreciate Dr. Zubiria being received by Secretary Marshall. His cabinet duties are concerned with the internal administration of the political divisions of the nation, and with the police. Dr. Zubiria has just returned from San Francisco where he was head of the Uruguayan delegation to the conference of the International Labor Organization. It is believed that his visit to the President and the Secretary is probably of a protocol nature. However, he may wish to discuss Uruguayan relations with Argentina; and perhaps the Uruguayan attitude toward Communism, presently one of watchful waiting. Dr. Zubiria is an attorney who has been in public office since 1927, with the exception of the period 1933 to 1942, a brief portion of which time he spent in exile. He is strongly nti-Communist. His personal attitude toward the United States is not known but is believed to be friendly. Before attending the ILO Conference in San Francisco, he indicated special interest in the problems of labor unions, collective bargaining, and principles of arbitration and conciliation.
