SECRET POSSIBILITY OF REVOLUTIONARY ATTEMPT TRUMAN 'NATIONAL IN VENEZUELA ARCHIVES AND RECORDS SERVICE" There is some possibility, but not a probability, of military revolt in Venezuela during President Gallegos' visit to the United States or upon his return. About 10 percent of the army officers and perhaps 90 percent of the air force have been reported to be unfriendly to the Government including Lt. Colonel Marcos PEREZ Jimenez. In an effort to assure tranquility during his absence President Gallegos has named Perez Jimenez acting Minister of National Defense, The regular Minister, Lt. Colonel Delgado Chalbaud, will be acting President. He is considered completely loyal to Gallegos and friendly to the United States. Certain civilian elements have been determined for months to overthrow the present pro-labor Government and to set up a rightist Government. They are well supplied with funds and have been supported morally, perhaps also materially by the Government of the Dominican Republic. They might be expected to collaborate with a military re- volt, should it be attempted. Since these elements commanded only about one fifth of the popular vote in the elections of 1946 and 1947 and since most of the population supports the present Govern- ment with more devotion than is usual in Latin American countries, a serious revolutionary outbreak - should it OC- cur - would be expected to fail eventually, but only after considerable bloodshed.
