The Department of State approves these increases and has indicated its approval to the Department of Agriculture, which is now studying Venezuela's needs with a view to supporting the Venezuelan Government's request to the IEFC. Flour and wheat shortages were severe in Venezuela last winter but are relieved now. The flour allocation for April-May-June was increased from 15,000 tons to 27,000 tons (in wheat equivalent) which was considered adequate, and recently this commodity has been placed on open general license for Latin America. Thus a major problem has been solved, at least for the time being. Venezuela's steel requirements were communicated to the Department of Commerce in specific quantities early in June (1948) by the Venezuelan Embassy, in the form of applications for export licenses for special construction projects. These applications are now being studied by the Office of International Trade. The Department of State approves in principle the Venezuelans request for increases in steel allocations but believes that the present request may be somewhat inflated. In 1947 Venezuela received 358,600 short tons of steel products from the United States, i.e. over ten percent of our total steel exports to Latin America.
