Tito is now presumably imposing his authority by means
which are a matter of conjecture.
We have not "invoked" Yalta, by proposing consultation
by the principal Allies on the situation in Yugoslavia. We
would greatly prefer that the Yugoslavs themselves should
take the necessary measures to bring their administration in
line with the principles which the United Nations have
solemnly adopted for their guidance in the war and in the
establishment of peace.
