he believes to be a bad situation, and I conclude that there
is sufficient in the letter to warrant taking cognizance of
it. This conclusion is supported by a recent press announce-
ment from London with reference to the Yugoslav situation.
It is my view that it would be well to turn any inves-
tigation over to an agency other than UNRRA because of the
charges made, and that it might be appropriate that it be hand-
led by a State Department representative, inasmuch as the
situation has an international character.
Should the President agree that the letter warrants
attention, it should be acknowledged with a statement that the
matter will receive appropriate and timely attention.
