O. 11652 Sec. 3(E) and 5(D) or (E)\nDept. of State letter,\n-2-\nBy NLT.\nHC\n,\nNARS Date 12.2.75\n(a) Yugoslavia remains a communist state,\ndedicated to an ideology of hostility and contempt\ntoward the \"bourgeois capitalist world\", and com-\nmitted at home to government by the methods of com-\nmunist totalitarian dictatorship. Its leaders have\ncontinued to demonstrate right up to this moment a\nsincere concern for the unity of the communist world\nin the face of \"capitalist imperialism\" It would\ntherefore be a frivolous and undignified error on our\npart to assume that because Tito had fallen out with\nStalin he could now be considered our \"friend\".\n(b) The disunity within the communist world\nwhich has been demonstrated by these events must be\nprofoundly humiliating and disagreeable to all the\nparties concerned. Efforts will certainly be made,\nfrom one side or both, to patch up the rift for the\nsake of appearances. It is too early to hazard any\nguesses as to the success of these efforts. But it\ncan be stated with assurance that even though they\nmight be outwardly and momentarily successful, the\ndamage done to the movement by this episode can\nprobably never be entirely repaired. A new factor\nof fundamental and profound significance has been\nintroduced into the world communist movement by the\ndemonstration that the Kremlin can be successfully\ndefied by one of its own minions. By this act, the\naura of mystical omnipotence and infallibility which\nhas surrounded the Kremlin power has been broken.\nThe possibility of defection from Moscow, which has\nheretofore been unthinkable for foreign communist\nleaders,\nSECRET"
