MEMORANDUM FOR THE PRESIDENT
Subject: The Sale of Cotton to Yugoslavia at a
Discount by the Commodity Credit
Corporation
With reference to the difficult problem of providing
financial aid for Yugoslavia, which I discussed with you
on February 2, I am hoping to enlist the cooperation of
the Commodity Credit Corporation, along with that al-
ready offered by the Export-Import Bank and the
Economic Cooperation Administration. The cooperation
sought would consist of the CCC selling Yugoslavia dur-
ing 1950 some 17,000 tons of cotton of less desirable
grades on the most favorable terms possible. This CO-
operation is urgently needed in order to lessen as much
as we can the extremely difficult problem the Export-
Import Bank will have to face in the likely event that
funds, in addition to the $20 million authorized last week,
will be required later this year in order to maintain the
Yugoslav economy on an even keel.
There is attached a copy of my letter of this date to
Secretary Brannan.
