Subject: Aid to Yugoslavia
In connection with the proposed program of aid to
Yugoslavia, Senator McKellar has expressed some doubts as to
whether the existing statutory authority is adequate for the
program. In this connection he has urged that the matter be
taken up at the Special Session and that no action be taken
before that time. His recommendations have been made in the
friendliest spirit and primarily to avoid criticism on the
part of Republicans that the President has overstepped his
authority.
It is recommended that the President call Senator McKellar,
thanking him for his interest and the sympathetic spirit with
which he has viewed this matter, stating that waiting for a
special session would be too late, and requesting his support
for the interim program on which we have to embark.
